You can't "add" a broadband plan, because you can only have one active plan at a time.

You can't "add" the allowances because these are not packs. These are individual plans.

Tom, with 99.99% of people on here (you being the 0.01%) saying that Telecom have not made a mistake and you don't add broadband plans together when changing between them, how many more people do you want telling you the same thing before you'll accept it?!

I am sort of in a agreement with OP here.

His brother has a total home plan which costs $93. This gives him his line rental, one free national number to call AND includes a 5GB broadband plan.

When his brother 'upgraded' to 20GB he is being charged an additional $20 on top of his $93.

Those that are on a more traditional pricing plan pay line rental + broadband package for example, $48.30 + $41 (3GB). When these customers upgrade they are removing their current broadband plan and replacing it with another - eg $48.30 + $61, (20GB) they are now buying a new package for $61 for a new plan of 20GB. This reflects and increase of $20. Effectively on this model the value of the broadband plan has been removed and replaced with another broadband plan, an upgrade.

Now despite these increases being of the same monetary value the total home plan has not had the value of this 5GB plan removed from his total home package, he is simply paying more on top of his plan.

To me this is what the OP is alluding to.

I think the issue is more that the OP feels this new plan has been "added on", not "replaced" - when the latter is what has always happened. Otherwise people could just take (for example) the 40GB plan, and add another 40GB plan on top of it, giving them 80GB - it doesn't work like that.

Any charges for the current plan will be pro-rated, so he won't be charged a full month of either plan anyway, and the usage will be reset to 0 when the plan change is made.

As to the plan not being listed, he may have been on a legacy or grandfathered plan, that has been replaced with something else.
