You're no doubt being served from a Conklin that probably has dual E1 feeds (4Mbps max). As harsh as it sounds the real world reality is there is virtually nothing that can be done to help you in the short term. Youe best option may be to look at see what wireless options are available, I'm not sure how your area fits in with the RBI wireless rollout or whether you have any local wireless ISP's.
