It's been mentioned here before but it seems some are missing the point - apple don't put a GPS chip in their wifi only devices so if you want to use any type of navigation offline or online then you'll need an iPad 3G version.
This is the same too for the iPod touch - there is no GPS chip.

Well poor show Apple. All Samsung wifi only tabs have GPS.
