We rolled over yesterday but the meter still shows 0 .00 MB total usage. The 'allowance' has now returned to 40960 MB (correct for the Pro plan) from the 81920MB that was showing prior to rollover.

So we've passed the 19th AND my billing cycle has rolled over, yet the meter still isn't working.

I think they brokeded it.

It's all a bit odd really. My meter seems to have worked at about what I expected my download usage to be and my rollover day was 19th. However, as of this morning, it's still showing I'm on an 80GB allowance, rather than 40GB.
