To expand on DeroyBoy's post, Internet Tethering has been renamed to Personal Hotspot and adds the ability to use it as a wireless Hotspot and only on the iPhone 4, so I hardly think all those people using 'Personal Hotspot' on their 3G or 3GS are suddenly going to find themselves looking at paying extra for the same method of tethering they've always used.

It's all about the carriers making more money by adding another $10 here and $15 there..

maybe they can't?

By that, I mean maybe they don't have the ability to tell whether you are tethering or not.

There is a separate apn setting for tethering. Maybe they monitor it thru that.
