billing period has ended...but it has started a new month on 60GB.

have I misunderstood something?

It is when your billing cycle rolls over in May that it will apply so you will have to wait until this time next month

edit: I see that will only change on the 9th of May ... can someone confirm that on the 9th all customers will have their allowance doubled (in other words, I could use up my 60GB allowance by the 9th and not end up with speed capped 'til the end of the billing period?

It doubles when your billing period starts in may.

So if your useage is 9th of the month to 8th next month it will double on the 9th.

If someone elses billing useage is 27th to 26th then they'll have to wait to 27th of may.

Everyone doesn't get double the data on same day.

can anyone from Telecom tell me:
if on May 1st I change to the current 30GB plan and save $20, I'll get 60GB, right? but have to wait until about May 31th to change up to the then 120GB plan I will otherwise automatically be on on the 27th of May, right?

what would I be charged, though, for the 3-4 days I stayed on the old 60GB plan? (not sure how that works--do they just charge you the lesser amount since you're only going to be able to use the lesser amount of data in that month? as I recall, it sort of cuts off that billing period and starts a new one...so I'm guessing no.)

I think you can change your plan once per calendar month, so change it  now to a lower plan, then change back to your current plan on the 1st of May

No. If you are referring to Total Home Lite ($85), this plan was 10GB and as account cycles rolled over for the month of April they wen't to 30GB.

doesn't that mean you could use up all the usage of one plan in a half-month (as per your example), and only pay half the price for it? in other words, if you're going to downgrade mid-billing period, that exhausting the allowance of the plan you're changing from is the smart thing to do as it will have no effect on the new plan/month/allowance remaining?
