I think the OPs issue is more with telecom's mail system bouncing the message saying the mailbox is full, which is wrong, it's not going to tell the sender to fix the attachment.
Kyanar: Actually, it's because Google returns the wrong SMTP error code for "illegal attachments". 552 according to the RFC means "requested action not taken, storage space exceeded". So Exchange is quite correct to state that your mailbox is full, because that's what Google told it!
