My dad just got offered a Samsung Galaxy S4 from Telecom as his plan is about to end within the next few days. They claim it's free so we would like to know the following:
> Are there any negatives from claiming this phone? (extra costs, etc)
> If he uses his current phone with plan and doesn't transfer it to the S4, will the S4 be prepaid and work on any network?

Hes already on a $150 a month contract and has been for a while, he said it's about to end within the next few days and they offered him a S4 Galaxy.

A contract term will need to be agreed to carriers just don't give away handsets

My dads planning on keeping the phone his contract is on and renewing the contract so it'll cycle again on the same phone. Just unsure if we should claim the phone.

if he's signing up for 2 more years silly not to get new phone. Would drop to lower one though as they have changed a bit in 2 years.

If he is renewing contact and the new phone is part of the deal; then yes keep the phone and do what you like with it. The phone is not specifically tied to the plan.

So if he's carrying on with his plan, can he keep the s4 and put it on a prepaid sim on vodafone or just sell the phone as prepaid without paying for 2 plans?

The plan is tired to the SIM card, not the phone; so yes he can sell the phone.
