Cannot reach Vodafone(Cable) hosted server

I am on a Telecom connection, the server I wish to connect to is hosted residentially with Vodafone(Cable).

It times out whenever I try, turn on Astrill and chose anywhere else, and I can now connect.

Anyone else having problems since around 3pm today?

By the time I got round to checking it again, the connection was back up. Will put this in the 'who knows' basket for now.
