I am wanting to know if it's possible, since the blackout that happened awhile ago the sync has changed quiet abit. I am on the borderline of vdsl2 also but that isn't the problem. When I first got VDSL2 Installed I had a sync of 16000+ which is better than the 11000 sync I had on Adsl2+, also after 24 hours I had it installed I had a DLM change from 5 to DLM 4 Which gave me a nice sync of 18000, is it possible?

If you mean is it possible for a power cut to reset your modem / connection, then yes, it is.

No certainly not . I mean the blackout has effected my speed. I have lost 2Mbit.

This. Talk to the BBHD as they are your best way forward. It is possible to reset DLM however you may find the DLM has just tweaked the line again for increased stability and even a reset will result in the same speeds...
