Telecom 0900 is a Telecom service by which Service Providers are able to provide, and charge for, information access by telephone or internet by Account Holders. The parties involved in the provision of a Telecom 0900 Service are:
Hmm - checking the NAD, 090X XX are "premium rate" numbers, Telecom owns all of the 0900 XX range, but Callplus and WXC both have ranges reserved (since 2004). Maybe maverick would like to shed some light on this? ;) Telecom's 0900 rates are somewhat... excessive....
The issue with these number ranges are the billing as each one can be charged at different rates, most customers have Telecom home lines so for example if someone dials a WxC 090x number that the customer wanted charged at $20 one day and $15 the next there it is extremely difficult for this to be charged by Telecom , or one customer wanted his 090x number charged at 4.99 and another at $10 it does make it extremely difficult which is generally why you don't see to much competition for 0900 type services
There are plans for these number ranges in the future but in the short term, as billing systems and NGN services are upgraded there will be hopefully more opportunity to supply these numbers and offer competitive services
