I recently have been disconnecting and or getting high ping spikes from games lately ever since i switched to a Public IP adress, even the ping is a little bit higher than before (14-17ms) and zero jitter. is there any fix to this? or is this just gonna be the experience while using the public ip?

The public IP is on the same network as the CG-Nat ones so there is nothing that should be causing this. I'd say there is a possibility that you're being used in a DNS Amplification attack or something like that.

Was there any real reason you needed a public IP? Gaming should work well even behind CG-Nat.

I use my phone to remotely control my pc thats all i use the public ip for? and dns attack? how would i  be able to check if this is indeed the case?

Logmein doesn't require a forwarded port to work and unless if you're running a server OS you shouldn't be forwarding ports, I'd say you're being bruteforced too.

My recommendation is go back to the CG-NAT. There is no reason for you to have a public IP.

Pretty much this.

Random disconnections might also be a modem issue. Probably worth trying a different modem if you have one available.

If you're still getting them, raise a support ticket (if you haven't already) and we can run some line tests at our end. that might be able to determine the cause of the fault.

whats intresting is that a few days ago like say wednesday, it ran on 14ms without any jitter at all,now it consistently runs at 20ms and 1ms jitter, but i did raise the ticket he asked me to ping google while on dota where it would disconnect and i might do that later on,
