In the process of setting up a ADSL connection.

Can anyone confirm if a dial tone would be present on the line if I connected to a landline phone please?

Unless a disconnected POTs line is still intact

my friend has naked broadband with spark and when you pick up the phone you get a message saying theres a restriction on the line and that you can only call 111

This. We do proper naked broadband so if there's a POTS line still there it's definitely not ours. 

I'm assuming it's before OP's connection date but would be happy to have a look if you wanted to PM me your details :)

I dont have a phone anymore or a DSL filter connected to plug one in if I wanted to, but last I tried there was a fast busy on the line on both naked connections.

It's like that at this flat (when we had NDSL and now that we have fibre.) At our last flat, there was no tone at all.
