The phone can be "off" phone off but still powered on, ie the main lcd lights up with date time etc. If this is the case go to menu, settings, other and turn phone on. If the phone will not power up remove battery for a minute or so reinsert battery and try yo turn on. if still not turning on plug in power/ charger wait one minute or so and look at the main or sub lcd screen to see if it indicates battery charging, if the battery is charging wait 10 - 30 minutes then try and turn back on again. If this fails take into telecom store and ask to have a look, they may advise that they may have to send away and costs may be incurred

Inspect the connector at the bottom, look for any food, dirt or especially green or white fuzz which indicates liquid.

remove the battery and place it in again after 10 seconds without pressing ANY buttons and if it lights up or displays anything you have an issue.

removed the battery if it does nothing and then replace it after 10 seconds
and plug thr charger in and wait 30 seconds... it should say "phone charging, phone is OFF" at some stage and stay like that if not, you have a problem.

If all is good here, hold the power button down and it should power up....
