Anyone care to offer suggestions. The house my sister is in has a reasonably bad connection despite being in 20 mbps zone, router stats below:

Router is an old Thomson TG585, I was hoping that they could just apply for VDSL as a new router and master filter installation would likely fix any issues. Based on the fibre map I'm fairly sure I know where the connecting exchange is and it results in a 500m walking distance to the house but I'm guessing that the cabling is unfortunately going the wrong way first making the connection slightly to long. Houses at the end of the street and start are listed as in a VDSL zone but not the center. When I called Spark I was told that it was out of range as the attentuation was 11dB and it needs to be 10dB.
Price is a bit of a factor, so I'm currently thinking either replace the router or pay for a master filter install but not sure which would be more beneficial.
