My cousin just bought a house that has 4 telephone jacks. 3 of them work but the 4th one does not have a dial tone when a phone is plugged into it(with and without dsl filter). Previous owners said they used it as a second phone line but they cancelled it with telecom years ago.

Is it possible to re-activate this second line and get a new phone number put on it?
And if the wiring hasn't been changed would it be as simple at chorus visiting an exchange and activating it or would they need to change some internal wiring in the house?

I believe "It depends" is the answer.
It depends on how intact the circuit is.  I.e. is it actually connected to a bit of copper back to the exchange?  That copper pair could now be used for a different phone line in your street.
Is it intact at the exchange from the incoming copper pair to the Neax port?

And even the above could be over simplifying it if there is a cabinet between you and the exchange.

As to the wiring in your house, if no-one has touched it, then yes maybe a site visit is not required.  I'm not aware of what the process is when connecting up a second line - whether we always do a site visit just in case the wiring is not correct, or whether we'd only do that if the service does not work.

Give us a call on 123 and the reps should be able to see what needs to occur to connect that line back up again.

house wiring should be fine chorus will need to get spare if original pair is taken it would help to plug a phone into that jack
