Assuming it's a churn / transition rather than a new connection it can often happen as quickly as the same day you lodge a request. If it's a new connection it's going to depend on Chorus workload which would typically be anything from 3-10 days.
These times don't change dependant on the ISP, they're industry wide. The only thing that would differ is how long it takes an ISP to provision their backend.
If your slingshot connection is using chorus gear, probably a day or two. If it's slingshot ucll gear, then requires a tech to visit the exchange, so probably 5-6 days
