Am I just super unlucky or does spark always perform maintenance on myspark after 11pm every single night? It's sort of annoying. Even a read-only mode would be useful.

Maybe that is when they kick off billing run for the night.
Better to disable it than show incorrect information about usage
ICMS goes into Read-Only mode at 11pm. So updates to PSTN, Postpaid Mobile, Fixed Broadband and a myriad of other services are unavailable.
If integrated billing systems were easy, it would have been removed years ago.
