Had a good hunt and still confused, so..

 

 

 

Have two Android phones in the house on Skinny.  All good except can only receive picture messages when mobile data is activated - is that expected?

MMS requires mobile data to send and receive (on any network), so it's not going to work if mobile data is disabled.

You may want to check how much you are charged for each picture message before you get carried away. 50 cents each from memory.
Far more cost effective, is the use of any IM app. i.e. Google Hangouts(already on your android), WhatsApp, Viber, etc. etc.
What's more they work connected to WiFi, mobile data etc.
