Not all ISPs sell fibre to the whole country. Some smaller ISPs (like Bigpipe) only serve certain areas.
It sounds like your brother does have fibre available to him, but since Bigpipe does not sell fibre in New Plymouth at this moment, he might want to sign up with a different provider such as Spark.
Just checking you are looking at BigPipe as you mentioned you rang BigPipe but Bigpipe contact is by email only?
Bigpipe aren't a fibre retailer in New Plymouth.
See this page for a list of fibre retailers, click on the New Plymouth tab: http://www.ultrafastfibre.co.nz/get-ultrafast/
So try 2 Degrees, Spark, Primo Wireless, Vodafone, Orcon, etc..
classiczone: Hi Guys what is wrong with your fibre address checker. My brother placed an order in New Plymouth via the big pipe website for fibre and said was unavailable in his street when his neighbors already had it but fibre had been laid down his street and at same time of neighbours installation fibre duct was also laid down for my brother as was asked if he was looking at getting his fibre connected. So We rang big pipe who said they will process connection but now my bro gets an email to say order has been cancelled due to fibre not being available in the street which it is and he really would still like to be connected it's just Crazy
I've been away, so I hadn't seen this, but the other replies are pretty much correct. We do not retail fibre for all of New Zealand. We hit all the main population centres, and a few other places besides, but there are places that are missed out in our coverage. Our address checker reflects where we retail fibre, not where fibre availability currently exists.

classiczone: Yeah sorry I mean I contacted them via email
Get him to go with PrimoWireless. Local company, good support and lots of backhaul so no speed problems.
