So if the Spark address checker says I can get VDSL, but the Chorus address checker says I can't, who do I believe?

You could try and sign up? There has been recent advances in VDSL and the chorus website shapefiles may be out of date.

What does this tool indicate: https://www.chorus.co.nz/maps

Versus what you see under the VDSL zone on here: https://www.chorus.co.nz/broadband-options/for-business/broadband-map
I'd personally trust the Pre Qual on the Chorus site.
If you get a No, Call up and ask to put a feasibility request in.

/maps shows ADSL only (and fibre not until July 2019).

/broadband-map shows in the >20 Mbps shaded area (by several hundred metres) which I guess means yes to VDSL.

/maps shows VDSL available for house directly opposite, with 14 Mbps potential speed, but actually I'm connecting at 13.9 on ADSL currently. House to the right is not listed (although I know they are on Vodafone cable) and to the left it's showing as VDSL available with a potential 21 Mbps.

Can you post your current ADSL modem stats?

@allan DM me your account number or landline number and i'll do some checks on our side.

will give you a realistic expectation..

It's a nice site, but still does not deal well with overlapping ASIDS.

take my address for example

I however have a 17/1.2 ADSL line and 22/1.1 VDSL line at this address.

Last time i discussed this with @ChorusNZ they indicated there is not alot to be done about conflicts in their system.

Per PM, borderline but is possible.

i'd expect about 20/2 on that connection based on the noise on the line currently.

Been there...

Same happened to me , chorus & all isp's website said i can have VDSL but when i actually got it, i found out that the copper wiring to my house comes from a cabinet located 1.25 kms away and not from the from the one which is 500 meters away.
