We are looking to move our plan from Gigatown to Unplan Entertainment to get Netflix included for the same cost(but slower connection speed). Given our existing fixed term has ended does moving to Unplan start a new term or can we leave 3 months from now with no penalty etc?

Why is that (given it's just a plan change)? You don't get any special incentive (like a discount for x months, free device or a credit).

Yup. I advise my opinion. But end of the day it's my job to ensure what is built matches what was specified.

Note there are some conditions that it's not a recontact. But it's not my place to list those (nor do I honestly recall every single one without risking misinformation.)
