On broadband no as they use Spark BNGs.
For mobile yes as everyone on Spark mobile is behind CGNAT.

Fixed wireless = mobile = CGNAT like everyone on mobile. But you can get a static IP address on fixed wireless so then you have a public IP which is delivered from the mobile stack onto the same BNGs as standard fixed broadband.

Fixed broadband = ADSL/VDSL/UFB where you have a public IP that is dynamic every time you restart your router or paying extra to have a fixed IP address.

Bugger, I was hoping their fixed wireless might be plain old public dynamic IPs.

Skinny apparently don't offer static  IPs at all, not even for $.

Can I get a static IP?

Unfortunately, we can't offer Static IP addresses. This means you can't use your modem as a gateway server or for services like hosting particular games.
