Over 3 years ago I purchased this modem at full price on an open term wireless plan. about a year ago I cancelled the plan. Now I want to use a competitor sim card in it however it appears to be sim locked or doesnt recognise the sim. I put a spark sim in it and it will work, Other posts on this subject appear to point that they are not sim locked. How do I get all locks removed from this device so I can use however and where ever I want. Some specific details are listed below

You'll need to add the correct APN for the providers SIM card you are using.

Missed that sorry. Version 313, this will not work on L700 due to an issue with CAT-M1. Also no 3G, so issue maybe you are not in L1800 coverage.
I'm not sure where you can find the newer Spark firmware.

We don't provide this but prefer to push it out over ACS to ensure there isnt random versions about on our network.

Fraser is correct though, your Impactd by the CAT-M1 issue.
