Does spark allow any device that is able to connect to IMS to establish VOLTE calling or are they using IMEI Filtering.

Friend ported from 2D to Spark on a Xiaomi Redmi note 5 which is VOLTE compatible and slider is showing yet when i add the IMS into the APN settings it wont register.
