hi
Just recentley changed to the explorer plan from the go plan with xtra in hopes of things speeding up and more GB.

The download stayed the same 1.3 Mbps
but the upload went up alot to .64

Why did the download speed stay the same and what can i do to make it quicker?

I dont know much about broadband or the technical side so go easy.

Its a old modem and old house. no adsl 2 yet.
Do i need a better modem?\

Are you referring to the download/upload speed as reported by your modem, or by a speed test? Either way, if you can tell us your modem's brand and model #, and post the connection statistics (sync rate, attenuation, noise/SNR margin, etc.), which should be available through your modem's admin interface, then we can give you a more definitive idea of what's limiting your speed.
