Yes, but QoS will not be assured.

Many people use VFX over other provider broadband connections, and is generally fine. However, if there are issues, or traffic shaping, there is a greater risk that your VoIP will suffer. Most Telecom BB connections are fine for running VFX, but it is early days to know what the result will be on their Big Time plan.
