My memory might be shot, but I seem to recall that you used to be able to set Sierra Datacards to auto connect on device insertion or Windows start up. But I can't see an option for this on the 885u 3G Watcher - software R3.1.0.14 Build 2082.

Does anyone know if it can be done, perhaps via a command line string?

Have been playing with the software on a Toshiba MB200, which uses an Ericsson chip and this is an option via the GUI.
