Not sure about you, but when I used Nokia PC Suite last week, it updated me to V300.21.013.

Have you tried updating through PC Suite?

Just checked my pc suite and it still uses the nokia updater and its showing 300.21.012?!

Weird maybe they rolled back?!

v400 has been available now for a number of weeks but not for all product codes. It offers some significant advantages over v300 and IMHO seems snappier.

Usual precautions apply if you change your product code with NSS to do this.
