The Telecom site lists the planned XT outages. These are primararily a result of the planned upgrade work on the network which is done overnight to minimise disruptions.
Actually don't work for Telecom at all and I hate PR, but Telecom followed general best practices. They didn't plan a actual outage they planned after hours work which may because of the nature of the work be service impacting.
So they did every thing right. Notified users of planned work in which they were probably doing upgrades. A unforseen issue occured during the work which caused an an unforseen outage Solved the issue during a low traffic period.
These types of upgrades are also generally pretested and staged in a test environment however they can't reproduce a live network fully.
This is why they do them at this time for least impact, All service providers follow the same concept.
Because of XT's well know issues it's now a bit of a Chicken Little Syndrome (Tell the King the Sky is Falling) they have been actively upgrading and resolving identified problem areas, this has to be done after hours, first sign of any issue by the looks of it and every one jumps on them.
