I've exceeded my monthly bandwidth of 10GB an is now at 16GB. Do I get charged for the 6GB?

According to Telecom's site, Explorer is fixed-cost and your connection should slow down once you exceed 10 GB. Has that happened?

Yes it reduced to Dial-up speed. 9KB/s max. But I continued to use it even though it's kinda slow , I'm just worried that I might get charged with the 6GB.

You should be ok then.
ISPs usually seem to do one of two things.
1) Charge you for another block of high speed data
2) Cut you back to dial up until your cycle renews

You should be ok at dialup (and not get charged more) until your account period rolls around. In case it doesnt get fast again after the billing period rolls around, reboot your router/modem. Sometimes I used to find my router didnt always seem to pick up the speed increase.

I have found with Telecom, once you have exceeded your cap it seems to happen overnight not straight away, basically if you finish your 10gb cap at say 9am in the morning, all the data you use for that day will be full speed but is free, I can easily get 20gb down in the day when my cap is done and have never been charged a cent.

Ive had the same experience.

OP should also note that he will be back to full speed on the last day of the billing month. No excess charges to worry about, though dialup speeds tend to piss off other householders ;)
