I've got the new Treo 650.  I love it, it's got some really great features, fantastic call quality......however, they have the most ridiculous ring tones around!

What I can't understand is that I can play the music from my SD card through real player out loud (opposed to through headphones) and it is great sound.

Does anyone know of any downloads that will allow this phone to use mp3's as ringtones?

Not that I know. But I haven't used a Palm for a few years, perhaps someone can give a suggestion - but I don't believe there'll be one around.
