I'm sure that I read in another thread (some time ago) that once a SIM card was deactivated that was it - it was no longer any good for anything. I think the justification was that it was cheaper time wise for the telco's to hand out new ones than to re-programme deactivated ones?
You can't reuse Vodafone or 2Degrees Sim Cards. But Telecom are nice and they let you reconnect disconnected sim's with a prepaid number for free. Which I think is sensible and wonder why Vodafone or 2Degrees don't do the same. I have reconnected a prepaid number onto a out-ported sim that had been disconnected for free.

( Not enough space in my van for those) I live a mobile lifestyle, call me nomad if you wish but gypsy I am not. Have started my epic journey from Bluff to Cape Reinga on my recumbent trike supported with my van so I can carry all my gadgets with me and sleep in a comfy bed.
