I am on the telecom broadband 10gb plan which does not come with a static ip address. It seems you can apply online to get a static ip here:

What advantages are there to this? And if I find I don't like a static ip, the online form will allow me to cancel it but would I have to turn my router off and on to get a dynamic ip back or will my internet have to be offline for a long period of time?

You would only benefit from a static IP if you wanted to remotely access your computer, or you use it as a server (email, gaming, FTP).

There's no downtime either, changeover happens automatically (usually around midnight), so no loss of Internet but it wouldn't hurt to reboot your modem the following day.

Save yourself the hassle, get a free dyndns account and choose a hostname for your connection. Then you can just use the hostname no matter what your ip is, or what service you want to run.

You could also get logmein hamachi and do the same.
Bad news with static IP, is its easier to become a target for hackers ...

What exactly are you trying to achieve by resetting your IP often?

Another benefit is you can be set to bypass the telecom cache farm
