I've had on and off roaming service in Melbourne for the past 24 hours, and I understand from calling the roaming helpdesk and some info on Twitter and the 2degrees (which is also affected) forum that there is currently an ongoing issue.

Does anyone know what is going on or an ETA on a fix?

There is apparently significant overloading of TNZI circuits affecting signalling, probably the exact same issue Vodafone experienced a few years ago where everybody heads overseas at Xmas!
