With 18mb down and 1.2mb up I would be pretty happy.

The noise margin is a profile configuration setting on the ISAM/DSLAM to give the line more leeway when the ADSL connections.  Other providers have a lower noise margin set, this results in a slightly lower ping time and higher connect rate.  Telecom go for a standard conservative profile to give the best results to the majority of customers.

The only thing to care about is the Attenuation as that is what affects your broadband speed.

But to answer you question more fully (and ignore all the shouting) your noise margin is 12dB this is the target noise margin that Telecom profile the DSLAM and your modem to negotiate about, the speed and power of the transmissions from each end will adjust to meet that target.

So to confirm more you connection looks just fine, is there a problem that you have not told us about (with respect to your connection that is).
