So I guess the term SmartScreen was a little bit ambitious,

So now it keeps doing this until a human gets involved I guess

I dont see why you would enable something that gives that much information of your browsing habits to microsoft. Chrome is worse because it seems to keep turning that crap back on when it updates.

Turn that setting off and use your AV that should provide that protection for you.
