BigMal: I received a great reply from a vodafone tech who confirmed that my node in particular was suspected of congestion and that work was underway to to resolve this in the next few months.
Not as quick as I'd like but at least the congestion on my node has been acknowledged.
I'll keep an eye on it over the next few months and see how it goes.

In the words of the old Pantene commercial: "It won't happen overnight, but it will happen".
I'm on cable 100/10Mbps in Island Bay.
A month ago I was getting severe peak congestion, as you are now (at worst, 1.5Mbps at 9pm).
About two weeks ago my speeds suddenly came good again: 100/10 off-peak, 90/10 on-peak (including tonight).
Presumably this was the result a hardware upgrade.
Hopefully the rest of the Wellington cable network will be upgraded soon ....
