I have lodged a dispute with the TDR.
Thanks to JohnR and Dylan for their updates which are always appreciated but this has gone on long enough.

There's not much point, New Zealand law doesn't hold ISPs to account for over selling their service unless they promise a minimum speed. You can get the full details from the TDR website here, but the key part of the text is this:
Generally TDR is not able to consider any complaints relating to Internet speed or congestion, as they are expressly excluded from the scope of the Customer Complaints Code.
Which is a nice was of saying we're all SOL.
It's a shame, because Vodafone's position is entirely their own fault. They oversold and under-maintained their network. They failed to foresee the uptake of streaming services when Netflix arrived, despite it being blindingly obvious. They are attempting to fix the issues now, but given the current 8 month lead time I can only assume the upgrade work is heavily constrained by budget. And all the while their sales team are pushing further uptake, either ignorant to the issues or willfully misleading customers when they sign up.
My guess is some manager somewhere is smugly patting himself on the back, pleased as punch that he's saved a few dollars, while Vodafone engineers are scrambling to make the best of the crappy situation they've been dealt.
Island Bay, node WKH, 100/10 cable at 8pm:

Island Bay cable, 100/10 Mbps, tested via ethernet - VF Wellington server - 8am to 8pm today:
(tested at random time intervals)
EDIT As shown in the graph, performance is very variable - no two consecutive speed tests give the same result.
Latency has been unusually high all day.

We have new work starting tomorrow.
sjhs: ... Miramar - WKM Node, here's hoping mine is one of the nodes that needs additional capacity ;)
WKM is literally the first one. Planned for 9am.
ethanbmnz: ... Kapiti - W93.
W93 in Kapiti is planned to be worked on at 10:30 tomorrow, depending on how the Miramar work goes. Avalon W12 may also be worked on tomorrow. There will be a post on Vodafone Community like normal soon.
Edit - there's some other work being completed in Miramar so WKM work is now scheduled from 10am. I expect the others will be pushed back a little as well.
Edit 2 - WKM in Miramar is underway now.
Thanks for the update guys. I take it the additional work is additional capacity? again?

Yes, there's more capacity going in at a local node level in this current work. This is different to the recent work which was adding more equipment/capacity in a different area.
Sideface:
Yes Sideface, your node is coming up in the next couple of weeks to have more capacity added. I'm being a bit careful here to not release too much info ahead of time, because some of the timeframes etc could shift. I can confirm you're definitely on the list.
I'll be very interested to hear how WKM Miramar people go during peak tonight, that upgrade will be kicking off about now.
Just received an update as typing this, the Miramar WKM work is pushed back to 10am because Downers are repairing another cable in Miramar. I expect this will push back the other two a little as well.
Edit - 10:13am WKM in Miramar is underway now.
