Sounddude: Based on the attenuation you have (very very low), it does look like a local device in your building.
Then this guy's story well sir but the adsl2 capable cabinet
only serves the other side of your street and well (cough) you're to
far from the exchange and cabinet to get adsl2.
That is appalling for Downtown Auckland in 2013 and why is it so hard to make
sure whole streets can get good internet ? Last time i checked NZ was
two small islands which you can get from top to bottom of nz in 2 days.
How come all of this mess is happening ? You got Country's 10 times
larger with 3 to 10 major city's bigger than Auckland who have their
Network Structure sorted better....Why us it's not like the land mass of
our small tiny island country is that hard to cover ? I mean nz is
about as small as the state of California maybe a bit of Oregon ?I feel for you dude not being able to get your fast internet..... I hope things work out for you.

Population density and economic viability plays a big role. NZ is about 65% the land area of California, with only 12% of the population count. It's a lot more viable to provision $250k worth of cabling and equipment to service an expected 2000 customers, than 200, in the same area, for example.
That said, in this particular instance, it seems more like at some point a decision was made that his building or block justified it's own ASAM, but that it wasn't provisioned for (or hasn't been upgraded to support) newer DSL standards like ADSL2 and VDSL. Perhaps an upgrade oversight, particularly if it is building-specific?
