KiwiNZ: If a provider changes the terms or conditions of a contract which they are entitled to do, the Telco's and ISP's should allow customers to elect out of the contract without penalty if they ask to do so within say 14 days of notification of change.

If you read their terms and conditions it says if they change the terms and you don't like it you can bang out ...no penalty. Its on the "things you should know" link

I essentially tried that one (asked for new UFB plan to be no term as opposed to continuing 12 mth term) however unfortunately they owed me credit for incorrectly billing for Vodafone TV and extorted me out of that by offering only one or the other (VFTV credit or no term - even though two separate issues).

Honest question: Are there people who upload that much on a regular basis that the $30 reduction in their bill just doesn't 'cut it'?

It's not purely about the amount. It's about having capacity when you need it.

I just dropped my upstream to 20Mbs^-1 from 200Mbs^-1, because the occasions when I can achieve 200Mbs^-1 are rare. I mostly do backups over night, and the server I'm sending to can't keep up. It can achieve 20Mbs^-1, so it would have an impact both uploads and downloads if I were to do them during the day. I have made the decision that it's not worth $30 per month more for the additional capacity I only use rarely, but I would definitely jump at 50Mbs^-1 up or 100Mbs^-1 up if the price were somewhere closer to what I'm paying for 200/20Mbs^-1.

Ah ok - hence the question regarding uploads because I have to admit I rarely upload apart from the occasional video onto Vimeo but that is something like a once a week 500MB-1GB upload.

The LFCs (Enable/Chorus/...) have offered cheaper access plans based on lower upload throughput.
They are introducing these services alongside the existing services which they make available to RSPs (ISPs).
It costs almost nothing administratively to provide the 50mbit upload plan in addition to the 20mbit upload plan, so this is the result of a strategic decision, not a technical decision.

I design these things for a living.
