They could probably halve the costs by not printing a full colour A4 advertisement on the back of the first page of every bill.

That will come out of a marketing budget so is probably actually making it cheaper.

As the volumes go down the price will go up, I think $1.50 is undercharging for it.

The levy is $1 per month, I would lose more than that a month in lost coins etc

Actually it looks like they're charging identicle amounts.

The 85c excl. GST rate is for Business customers and then there is a 99c incl. GST for regular residential/consumer customers.

Looks like Voda though will be putting it on landline only plans as well though where Spark isn't. Not that that is likely to make a difference to many of us I suppose.

It's 97.75 cents inc GST, not 99c, at least accounting to my calculations (eg 85c x 1.15 = 97.75c). Unless my maths is wrong, if the provider for example has 1 million customers, that is $270,000 per year difference for the the ISP charging $1, over the one charging 85cents+gst, due to the additional 2.25 cents being charged a month. (eg (2.25c x 12 /100) x 1 million = $270,000. That isn't an insignificant amount.

They should simply be blending it into their charges. They do not list how much I pay towards their salary bill, their corporate tax, their audit fees etc - why do they need to list this apparently compulsory charge (to their business) on my bill?

Simple: Because it's a levy that they didn't expect to be renewed at the start of many contracts, they can use this method for two things, the first is to make a political statement of "If you don't like it, complain to your MP" the second is to avoid any contractual issues that result in a price increase (I'd actually have to look, but I've got a feeling that government imposed fees/levies generally are an out-clause (edit:) for the company to just go ahead and charge it without allowing contract breaks.).

What we still (unless we work in the industry I guess) do not know is WHAT the levy is for. What are we getting in return? Of what use is whatever is being funded? Etc.

We get levies for some BS electricity thing too and none of them seem to actually DO or ACHIEVE anything whatsoever.

Telecommunications Levy is http://www.legislation.govt.nz/act/public/2001/0103/latest/DLM127120.html if you want specifics of what it's funded, it's only an OIA request away to the relevant Ministry/Minister. (EDIT: done...)

If 2D can "break" my contract price and add 85c to it, why can't they break it and double my data? I'm on a $49 contract with 1.25GB data, currently that is 2.5GB of data, rather annoying.

All of those things should be funded from general taxation - if they are required at all. This whole levy thing is just an additional cost in collection, administration and distribution.
