Ahahahahaaaahahahhaaaaahahah!!! Classic. When was the last time TelstraClear delivered on a promise? I should have been able to get 25mbit/s 7 months ago -- and then when that didn't happen -- 14 days ago (mid this year). TelstraClear are one of the worst companies for keeping to their schedule I've ever come across.
Also, a bit off topic, but isn't it strange that if not for TelstraClear and Telecom's agreement (no TelstraClear ADSL in cable areas), one would be able to get PDQ, at faster speeds, and for less, than cable? Even when (if?) the 25mbit plan becomes available in Wellington it'll be irrelevant due to the absurd cost.

Either you have had very few providers in your life, don't read press releases (it appears you dont) or you have been unlucky. Sorry mate I have worked for and have mates in most of the Telco's in NZ, and there are a great number of telcos that are good at talking hot air.
We face like everone else constraints around what can be implemented and when, that is part of the environment we work in.
I think the last comment you made is interesting obviously proves you know a lot about how our infrastructure, and IT systems and agreements in general work... Or not
I'm simply saying TelstraClear is no exception to BSing, and are always missing deadlines, which is in contradiction to what you said originally (the part I first quoted).
