Sadly I don't find that surprising.

Business sales might be the best folks to talk to. It's only available on particular plans so may not be available on current in market plans.

If it were me I would try 0800 888 399 but if they don't know about local number on mobile then don't make any changes. Then next step would be to go to main local store with a business focus, e.g. queen Street, lambton quay etc. and talk to a business specialist there if possible.

BigMal:

Well this turned into a nightmare.

My wife, who is an authoriser on her dads account, rung vodafone.  She told them she wanted to transfer the landline to his mobile using the local number on mobile service.

She was told:

1. She is not an authoriser (she is)

2. There is no such service as landline on mobile

3. She needs to speak to the retention team and the don't work on weekends so can't help

She run back today and was told:

1. She is an authoriser on the account and don't know why she was told otherwise

2. There is no such service as landline to mobile but can get the land line diverted to mobile but have to retain the landline and pay an additional $55 per month

3. Although she's authorised she isn't allowed to cancel any other services (eg broadband)

Three phone calls to vodafone and almost in tears due to frustration with no progress made.

Is anyone Vodafone on here that can help?

Just port the number to VOIP, and use a standard landline phone with it

More conversations with vodafone (I rung them myself).  It turns out

1. They no longer offer landline to mobile as a service (I'm not sure why they keep it advertised on their website)

2. The best the can do is a redirect to his mobile at a cost of $69 per month

The information changes with every call.  I don't think anyone really knows what's going on.  Time to switch providers.

Thanks for all the help everyone who replied.

$69 is robbery. Time to move to a competent telco.

The stand-alone business plans have been changed to match the consumer plans now.

the more business specific features are now part of the team plans if you want a LNOM you would need to get the business unlimited plan @80p/m this still offers the feature you are after.

you can port the existing number over to this service.

$55, $69, $80

Literally no consistent information. It's really hard to have faith in them.

Seriously, just port the number to a voip provider, then $35 for an ATA and an old telephone, job done with no ongoing cost

It's not quite what you asked for but for an 88 year old it may be easier to just keep a landline and go with something like this?

https://www.vodafone.co.nz/home-phone/plans/

It uses a mobile connection so doesn't need a physical connection at the house but aside from that acts like a normal landline.

I've done some testing and will take everyones advice.  I'll port him to 2Talk and then install Zoiper on his mobile phone.  That way people can contact him via his mobile or landline number and he can dial out via standard mobile number.  Zoiper should be transparent to him if he's just using it to receive calls.

Thanks everyone, much appreciated.

I've just seen Android handles SIP natively, I'll give that a go.
