Okay, so they buy extra bandwidth. How much extra? As far as I know they can get more bandwidth only at the start of each month. So they add say 20%. The demand is still higher, but they do not know how much higher. So they have to wait another month and buy another say 20% extra. Eventually they will reach the point where they have enough and the problem goes away. And no I do not think they can jump in large chunks, because I think there is a penalty if they do not use within a certain percentage of their purchased bandwidth (can someone confirm?).
Now also look at it like this, they have a small customer base and not many of them are torrenters. It does not take many of them leaving (or getting Freeview like exportgoldman said) to drastically change the demand for bandwidth. However, if they sign up more torrenters, then the fluctuations in bandwidth requirement is reduced.
So perhaps they do want to become an ISP for torrenters as they will use a lot of data for which they get money to pay for bandwidth, it is just that they do not yet have enough torrenters to stabilise the bandwidth requirement. Or perhaps they are working on a deal for bandwidth with their current or a different provider. Who knows, but they will definitely not disclose such information and also can not predict when negociations are completed.
attilathegorilla: A small and cheap ISP needs to have major speed issues most of its life. Otherwise it`s not making profit.
They are not just an ISP, they are also a phone service provider for which they need to connect to the internet. Having a tiny bandwidth is very expensive, so it is cheaper to also run an ISP with virtually no margin or even at a loss.
I'm just throwing out ideas, things are usually not black and white and they will not disclose their strategies. And the bottom line is, there is very little preventing you from changing to another ISP (except if you are on nDSL).
I haven`t investigated that, Jupiter. It`s just unfair that most ISP`s don`t offer NakedDSL. Even if I had no VFX, I wouldn`t mind. It`s a ripoff to have to get something you don`t need.

when I looked into changin naked ISP, it was better to get a new connection and then disconnect the old one since none of the ISPs seem to be able to take over a naked connection like they can with a wholesaled landline etc etc.
Unfortunatly the 2 pairs that come into the house here where the phone/net would be needed are both in use, so that only leaves the 2 that go to nowhere useful on the second cable so I cant really do it.
If needed I could mooch off the flatmates connection while I was in the process of moving but thats not really a good solution.
