There are Vodafone SIM's in the wild with VoLTE disabled (as of 12 months ago).

~12 months ago my brother upgraded to a One supplied VoLTE handset and VoLTE wouldn't work. Mucked around for days before calling Customer Support who changed a setting on their end and VoLTE burst into life a few minutes later.
