I cannot stress how important it is to EVERYONE that is having these issues to actually LOG A JOB with TCL.
It's the only way they'll accept that their network is munted.

mwg: Logged in to say that this issue is happening for me also. A site will stall, then time out, when I hit refresh it loads in a split second.

Tried to download some print drivers from here & the problem happened again:

I tested this immediately after you posted it and had no issues.

Does this site cause issues constantly for you?

As has been mentioned, it's not a problem which is easily reproducible, it's a random occurrence on random connections at random times.  "it loaded fine for me" doesn't mean anything in this case, because it loaded fine for he reporter too, after waiting for the timeout and rehitting the request.

Wat's interesing is that many people (myself included) have never experienced a single instance of the page stalling problem. I know people at TCL who have looked into this and while I'm not saying there isn't a problem (as their proxy has caused issues in the past), when an issue occurs that only seems to affect a small number of people on a regular basis then the PC / router being used by the end user does have to be considered as a possible factor.
