I'm on Crownhill. telecomwholesale.co.nz/maps suggests for my address that ADSL2+ on SWO/Exchange is scheduled for Sep 2011. And VDSL2 on SWO/Exchange scheduled for Sep 2011.
So chorus must be switching over houses early to the new adsl2+ gear in the exchange.
A month or two back I was having issues with peak time congestion , very high ping times and Cameron from Xnet has been in regular contact with Wholesale. Changeover of my address to the new equipment happened some weeks ago but ADSL2+ wasn't yet enabled. It was awaiting new ethernet backhaul capacity. I thought that everyone on Spotswood exchange would switch to ADSL2 at once. but maybe they are doing it in blocks. A followup email from Cameron yesterday said that ADSL2+ still wasn't enabled and Wholesale couldn't give a date, then I saw that you have been switched!
Have you been following the Wholesale date at all? It was Dec 2010, then June 2011, then Sept 2011, then a week or so ago changed to completed Dec 2010, then back to scheduled Sept 2011.
The graph I found said it should be more like 18Mb/s for 27db?

Think I've found the reason for the difference.... "if you are on a Telecom wholesale port then they set their ISAMs up to target 12dB noise margins which means the best speed you will top out around 18-19Mb/s never more, but it will be very stable.
Its common that 15-16Mb/s is what you get out to the 1.5km region.

As you have found 12dB noise margin is not reflected in the internode graph, 6dB instead. If you have a direct line with no house wiring other than a cat5e run from the demarc (I think thats what you said earlier) and your getting 12.5 then its probably all you will get and not that far off the mark.
The graphs do not also tell you how many other DSL services are in any one bundle (or cable), as the noise in the cable builds up with more users then things can get worse, if you are on a cabinet things are often better as the cabinet only has 25 or 50 pair distribution feeders running from it, where as an exchange 100 or 200 pair cables, so the noise possiblities are much greater.
Anyway end result is 12.5 is probably all you will get, complaining to Telecom will probably result in no action as they only have to achieve 10Mb/s for 80% of subs, hence most cabinets (and exchange lines) have been reduced to 1.5-2km max as a result of cabinetisation.
I have seen numerous situations where at 2km modems sync at 15Mb/s so it is possible but as mentioned without an understanding of pair density (and active DSL on those pairs) you cannot put certain numbers on various speeds.
