What is the source of the stream??
Spark Max Fibre using Mikrotik CCR1009-8G-1S-1S+, CRS125-24G-1S, Unifi UAP, U6-Pro, UAP-AC-M-Pro, Apple TV 4K (2022), Apple TV 4K (2017), iPad Air 1st gen, iPad Air 4th gen, iPhone 13, SkyNZ3151 (the white box). If it doesn't move then it's data cabled.
None of the usual streamers. It’s off a European TV website that is free to watch without restriction.
Not sure what the current status is with this, but I had the same thing last night for the first time ever, watching a movie on Apple TV (aka Apple TV+).
The resolution dropped down to about 480–720p every 10 minutes or so, and stayed that way for a good 10–15 seconds before jumping back up to 4K.
I'm with Quic on Hyperfibre. Was with Orcon until approx 3 weeks ago, and never had this issue.
Main service I notice issues with is ESPN via Disney+. First weekend I watched it after starting was just a spinning circle, and still common to have to wait a few minutes for stream to res up.

Just chipping in to say I’ve experienced this too, buffering and periodic quality drops when watching Apple TV+ content, and I’m on Voyager fibre.
All other streaming services on the same device work absolutely fine.
