Actually - yes! If enough people complain, then they will upgrade im pretty sure.. 

Who should I get them to complain to, their own ISP or directly to Telecom?

TangoNZ: We're rural and only have ADSL1, and as I expected they have no plans to upgrade our exchange to ADSL2+ which I can live with as 650KB/s + is fine....but Telstra have just told me (from Telecom) that there is no plan to upgrade the exchange in any way, and basically that we're stuck with abysmal broadband. We never used to have problems and I can only assume its because more people down our road have signed up to broadband that it is now an issue.


This is incorrect.

Virtually every exchange and cabinet in NZ receives new gear as part of the cabinetisation project which is complete at the end of this year. Assuming you are infact on the Amberley exchange you'll receive ADSL2+ and VDSL but are one of the very last places to get an upgrade in December 2011.

If you enter your address into the Telecom Wholesale site you'll see details on where you service is provided from.

Once the new ISAM is installed your speeds will be limited by the DSL service your ISP is providing you with, ie an old ATM based plan which will still have bottlenecks on the Telecom handover, or a new EUBA plan with ethernet handover and no dimensioning.

Put my address into the Telecom Wholesale sight and got this:
This address is in an exchange area where the exchange supplies broadband services, however it is outside the planned faster broadband network area.

Guess we're out of luck here then eh?
